They are allowed in our waters because they are fishing part of the UK quota - the rights to fish over half the UK quota has been sold by the UK to foreign fishing fleets. It has nothing to do with any quota that the French or Scandanavians may or may not end up with allowing them to fish in UK waters - those quotas will be distributed by those governments although its a pretty safe bet that they will go to their own fisherman. Perhaps instead of warbling on about how unreasonable the EU are, you should be asking why the UK government thought it was a good idea to sell 50+% of the quota we already have to foreign fishing fleets!!! What our simple minded poster doesn't seem to grasp as these 'waters' only belong to the UK because others, through agreements etc, acknowledge that. If European fishermen choose to ignore those agreements, as Johnson is now trying to do with the WA, then what is the UK going to do ? Take a case to the European Court of Justice ? They are going to spread millions of tons of little metal filings into the English Channel and North Sea, which will attach themselves to the scales of the fish.
