It has been happening for a long time - Mike Phelan was given a cap as he was considering representing Ireland.

Once a player represents a nation in a competitive game they then can't switch to another country. Kalvin Phillips has dual English/Jamaican nationality. So give him a cap and then he is tied to England. It's not to say it is the only time Phillips will play for England - there aren't many good English defensive midfielders around at the moment after all - but it is probably being done a little sooner had he not had the opportunity to play for another nation.

England failed to do this with WIlf Zaha and regretted it afterwards.

Same reason Rice was called up. And is still being called up, so he doesnt join Irelands squad.

Suppose it makes sense when you put it like that, and it is only the Nations League after all - although having said that, I'd still be buzzing if we won it.

Rice has a cap in a competitive fixture, so can't play for Ireland now even if he wasn't in the England squad anymore.
