Admittedly, there is more changeover as there are essentially different teams that come on depending on if attacking or defending, but stopping the clock in Football would make life very difficult for trains etc on evening games. I don't think that's a great idea though. Too much risk of inadvertent interference from the player who's supposed to come off.
