Have I read this right, if they avoid relegation then they'll be docked 12 points (so could then still be relegated), if they end up in the bottom three the points deduction will be carried over to next season and they have to finish 12 points above the relegation places to stay in the Championship?

That’s correct yeah, basically the efl have relegated them.
