A player deliberately handling the ball shall be penalized by a fee kick or penalty kick, and cautioned or sent off at the discretion of the referee. A player accidentally handling the ball shall be penalized by a free kick or penalty kick, but shall not be cautioned or sent off for the offense.Back passes are allowed. Any player may pass, head or throw-in to their goalkeeper without restriction.Goalkeepers: Shall be limited to 4 steps while holding the ball. Time wasting. Time taken to treat injuries and to make substitutions, or any actions in the judgement of the officials to be against the spirit of the game, shall be doubled and added to regulation time Kit: Away teams may only change to an alternative color shirt, short or sock if 1/3 or more of the shirt, shot or sock respectively matches the home team''s colors..Kit: Officials shall wear all black. No commercial sponsorship logos of any kind shall be allowed. Kit: Footwear shall be predominately black. Any accent color shall not exceed 20% of the surface area. Bethnal Yellow and Green 2,424 Posted May 18, 2015 The offside rule and back pass rule changes were progressive steps to improve the game and have worked very well.Before the offside rule changed you had teams like Arsenal constantly waving their hands in the air catching everyone offside, the rule change benefited attacking teams and made games more exciting.To change the back pass rule back would be horrendous, just unthinkable. Surely we are not going back to the old days of teams rolling it out to the keeper playing it around the back and then back again.
