Why or why are clubs like Blackpool and Plymuoth in the top half?

The first sold its "Best Players" and the other lost at home to us and were awful.

Having a bit more money certainly would help but I''m beginning to have doubts that we have the right manager to spend it. I''m sure Chelsea would now be a mid table prem club and Wigan and Middlesborough would be in league 1 without their owners money.
