It depends what you think "in the system" means.

I think it means that the idea of a £20 million cash injection is in the fans'' system, not that a deal has already been done on the quiet and the money is available for players (if that''s what you are implying).

RW is saying nothing more than many of the posters on here, ie. that the board are beyond the point of no return because if they let the deal go down the fans won''t let them forget it.
from the artical.....Talk to one or two in the know, and the perception of City''s finances has already changed - people already believe the deal is done, the money''s banked; that Norwich can now expect to pay Cullum-esque prices. One, long-standing summer target went up in price by 50% on the back of a few pars in a national newspaper.

  3. Blackpool chairman Karl Oyston insists Kaspars Gorkss has not been given permission to speak to Queens Park Rangers.

The Championship clubs are at loggerheads following QPR''s bid to take Gorkss to Loftus Road.

On Friday, the R''s stated on their official website that the Latvian defender had agreed personal terms and would complete a move next week.

However, Oyston says Blackpool have not allowed Gorkss to discuss a deal to join Iain Dowie''s side and has criticised QPR''s behaviour.

"We definitely have not given them permission to speak with him," Oyston told BBC Radio Lancashire.

"I''m disappointed once again with the way they''ve gone about their business."

Oyston has previously said he would rather Gorkss went to ''any club other than QPR'' after reporting the West London side to the Football Association regarding an alleged illegal approach.

  7.
I have got to say I am now completely fed up with the club. In regards to both transfers and the proposed takeover the fans have been left completely in the dark by the club this week. Roeder was positive that when we signed Clingan, maybe 3 or 4 more players would be coming in, what has happened to that? Gow was given 48 hours to decide, and now its the club who are undecided, or so we hear, but yet the club tell us nothing. We have not heard anything regarding transfers involving the club since the day we signed Hoolihan. In regards to the takeover we have also been told nothing by senior members of the board, one small statement at how they value the club, otherwise nothing. Not even a ''no comment'' from Delia, just absolutely nothing. It''s about time the club got it''s priorities right, and started giving the fans something to hope for, or just be entertained by. The deafening silence from the club this week is beyond belief, and I for one can not accept it, in fact I could go as far to say that the old cynic Wiz is almost agreeable with this week.
here here
