Foulger is looking locally at his own contacts for people that may wish to invest. He has absolutely no ability or remit to find people to sell Delias shares. What more can Foulger do? thats like you deciding you want to sell your best mates house to somebody, you might be able to find a buyer for the empty house next door, but you have no right to sell your best mates house without his blessing.
