I know the rules are the rules, but still makes a bit of a mockery of the moniker The Under 21s play the Euros every other year, so if a player is aged 21-and-a-half or under when the qualification starts (born on or after January 1, 21 years before qualification starts) then they're eligible for the whole cycle. Obviously you can't make a player ineligible halfway through the qualification, but I see your point, they probably could cut the limit by a few months.
