Like certain players in FM always go to certain clubs I think it's just likely that Norwich's squad is lacking a right winger at the start of the game, Marquinhos is available for loan and happens to be at the right ability level for Norwich. Obviously as the game goes on, more variables cause the game world to evolve in different ways, but not a lot can really change in the first few weeks before the season starts.
