Funny how teams in the lower leagues, champs and below are deducted points for ffp but teams such as Chelsea, Man City never do despite their financial irregularities?

The smaller clubs don't have the legal clout to contend these penalties in a court of law. The whole thing stinks.

They have been docked points by the EFL or breaking EFL rules.

Chelsea and Man City are not in the EFL.

Surprised to see La Liga enforce rulings on Barca start of this season.  I'm not fully au fait with it all, but why the EPL doesn't respond in that way is beyond me?  It's like they revel in the chance of being the top league... But it's unsustainable to keep plugging clubs into so much debt.

Like, How could Chelsea ever write of £1bn?  There comes a day when Roman walks.   The government seemed interested in putting rulings of their own in when ESL was in the pipeline, but now it's all died down again.

This is true. But in the Prem, you're talking about a league that thinks the PIF is a fit and proper person.

Any morals their board may have had were sold out many moons ago in exchange for foreign TV rights and cash in the bank.
