Remember when 700 fans and the board raised £5m for the academy? https://www.bbc.co.uk/sport/football/43555702 Why not apply the same principles and get 100,000+ fans to chip in? £50 each raises £5m at these numbers, and fans would be more willing if they got a shirt with their 'share' purchase... A lot of fans area already forking out a tidy sum to attend the games in the first place, some of those might also buy a shirt which would be around this cost, to then pay another £50 I'm not convinced you'd get 100,000 people do it.
