He had it shaved for game though. The reason was speculated here in Finland as well, and the rumors go that it was inside joke of turning Pukki to look like one staff member. It is some sort of tradition that Finnish keeper Jesse Joronen shaves Pukki's head on national team trips, so I'd guess they wanted to have bit of laugh about it this time.
