His report said that the poor performance of the England team was due to the number of foreigners playing here was the main reason. Nowhere in his review did he mention the fact that England's worst period was 1970 to 1984 when there were no foreigners playing here at all. Nor did he consider the possibility that 1966 to 1970 was a freak over performance. All of that is obviously arguable but the worrying thing is he never considered it. And yet people listen to him.
