If they haven't even started to build the customs facilities yet, haven't even written the software yet, haven't told exporters and importers exactly what they need to do yet - but the preliminary is still a 100 page document - haven't even started to negotiate arrangements for banking yet, we are obviously heading for a "Track and Trace" style fiasco, but of a magnitude higher level of chaos.
