Indeed, "reported", but never has been  an official statement on the City official website. Until we actually see him holding a City shirt up, he is not officially a City player.

U23 players sometimes sign without an official announcement, especially if it is felt they may never progress beyond the youth team.

Wouldn''t be surprised if there is never a tweet out of him holding a shirt but he is just around and playing youth football.

Seems pointless to have him if we don''t think he will make it beyond under 23 level. Surely we have other lads in the youth team we can give a chance to that may make it. This fonkeu lad seems pretty promising though, good preseason, maybe a good candidate to have on the bench to bring on if we are chasing the game.

U23 teams have to play a lot of games and it is important to have a team that can compete

The whole FA Cup winning team Norwich had was set up to allow Jacob and Josh to flourish. Clubs will regularly bring in players who may never make it beyond a youth team, but strengthen that youth team at the time and therefore help the development of the most promising players within the team.

Moving younger players up to early in their development can harm their progress so it is less than ideal to add them in as filler.
