Two things that are making me doubt this initially.

First it''s "the people".

2nd - a very quick google search suggests he is a forward, not a midfielder . . . .

It seems as if he is yet to sign pro forms.  It sounds as if  we have identified him as a future talent.

I dislike signing players for the future. All it does is bugger up their careers or lets them run down the contract they just signed with another club. The club should be looking to sign players to be in or around the first team, all players for the future should be comming through the youth set up.

He''s a youth player for Rochdale (or in the Reserves) - played no games for the first team in 2015/16, and whilst listed as a striker he appears to have signed terms with Rochdale initially as a left back in 2013!If true, seems a very strange player for us to interested in!

Presumably our NW scout has identified this lad as being a cut above the average and has recommended we get him and develop him for the future. This is a sensible policy since only a small number of academy graduates make the grade at the level we aspire to be so casting the net wider increases the odds of a successful outcome.
