Clarify please : Having a “ substantial “ meal in the pub is restricted to your family ? is a bacon roll/ sandwich substantial?

Can someone explain the “ substantial meal” rule. You can go in a pub, sit at a table, have a drink with chicken and chips. But you can’t sit at the same table with a drink and a packet of crisps . Just doesn’t make any sense.
